At the Fifth Conference of the Parties to the Minamata Treaty on Mercury, which concluded in Geneva in early November, 21 resolutions were adopted.One of them is relevant to all of us: a ban on the manufacture, import and export of mercury-added cosmetics by 2025. This is a very important signal that before it was possible to use a certain threshold of mercury, and in the future, it will be completely and completely impossible to produce any cosmetics containing mercury. The Minamata Convention has its origins in the mid-20th century, when a serious mercury contamination incident occurred in a fishing village near Minamata Bay in Kumamoto Prefecture, Japan. The cases were characterized by brain damage and aphasia. In October 2013, the international community agreed on a global legally binding mercury convention, and China became one of the first signatories. The Minamata Treaty on Mercury was approved at the 20th session of the Standing Committee of the 12th National People's Congress in April 2016.
Prior to this Conference, the relevant limit standards for heavy metal mercury in cosmetics were ≤1mg/kg, and the mercury content in common products such as skin whitening was limited to 1mg/kg. However, in this conference, the threshold of 1ppm in cosmetics was removed. Mercury, which was allowed in small quantities in the past, will not be allowed at all in the future.
