Salicylic acid, also known as B hydroxyl acid (BHA), B soft skin fruit acid, is a white crystalline powder, with excellent ability to remove aging keratin, clean pores, low irritation to the skin. And there are many anti-acne products contain salicylic acid.

On 9 June 2023, SCCS issued its final safety Opinion on salicylic acid (CAS No. 69-72-7, EC No. 200-712-3) in cosmetics (SCCS/1646/22). Preliminary comments on salicylic acid were issued on December 15, 2022.

The final conclusions are as follows:

• Based on current data and considering the potential endocrine disrupting properties of salicylic acid, the SCCS considers salicylic acid to be safe as a preservative in cosmetic products at a concentration of 0.5%: salicylic acid is an eye irritant that may cause serious damage to the eye.

• The maximum safe concentrations of salicylic acid for use in cosmetics other than as a preservative are: 3.0% for rinse hair products, respectively; 2.0% for other cosmetics, except body lotion, eyeshadow, mascara, eyeliner, lipstick, non-spray deodorant; 0.5% is used in body lotions, eyeshadow, mascara, eyeliner, lipstick, oral (mouth) products and non-spray deodorants.

The SCCS has not determined a maximum safe concentration of salicylic acid for use in cosmetics.

As Cosmetic regulation (EC) 1223/2009 prohibits the addition of salicylic acid to products for children under three years of age, the preliminary opinion does not address the impact of products containing salicylic acid on this age group. Due to the lack of exposure data for salicylic acid in children's cosmetics, SCCS has noted safety concerns in younger age groups (3-10 years). This opinion does not apply to spray products (including oral sprays) that may cause users to inhale salicylic acid through the lungs. This opinion only refers to salicylic acid as a raw material for cosmetics and does not refer to other salicylates. However, no matter what purpose salicylic acid is used for, there are restrictions requiring that "except shampoo, it should not be used in products for children under three years old", and the label must be marked "containing salicylic acid". When the product is likely to be used by children under three years old and has long-term contact with the skin, the label should also be marked "Not for children under three years old".
