The public comment period is August 21, 2023

Based on the safety assessment of methylparaben and taking into account its potential endocrine disrupting properties, SCCS considers that for the use of methylparaben as a preservative in cosmetic products, a maximum concentration of 0.4% (in acids) for use alone, as set out in Article 12 of Appendix V to Cosmetic Regulation (EC) No 1223/2009, And a maximum concentration of 0.8% (in acid) of the total amount of mixed esters is safe. At the same time, SCCS has not yet obtained the maximum safe concentration of methylparaben as a preservative in cosmetics.

Based on the data presented and considering the potential endocrine disrupting properties of Butylparaben, SCCS considers it safe to use Butylparaben as a preservative in cosmetics at concentrations up to 0.14% (in acids). At the same time, SCCS has not yet obtained the maximum safe concentration of Butylparaben as a preservative in cosmetics.

At the same time, methylparaben and Butylparaben have been included in the list of quasi-use preservatives in the Catalogue of Raw Materials for Cosmetics Used in China and the Safety Technical Specification for Cosmetics in China. The maximum allowable concentration of methylparaben in cosmetics used as a preservative is 0.4% (in acid); The total amount of mixed esters is 0.8% (in acids); And the sum of propyl ester and its salts, butyl ester and its salts shall not exceed 0.14% (in acid) respectively.
