On August 2, 2023, the Indonesian Food and Drug Agency (FDA) issued Regulation No. 17 of 2023 guidelines for Cosmetic Product Information File (PIF), effective from the date of publication. For parties that have obtained the product circular code before August 2, 2023, they are required to update the PIF within 6 months. The guide is for reference by cosmetic manufacturers and importers. According to regulations, cosmetics manufacturers and importers are required to prepare corresponding product information documents and submit them to the Indonesian Food and Drug Administration (Badan Pengawas Obat dan Makanan, BPOM) before product notification for market authorization. The BPOM checks the submitted PIFs. A draft of the guidelines was released on October 31, 2022. In the Guide, the standard documents contained in PIF are mainly clarified, and the document requirements of PIF are revised, including the following contents: administrative documents and product introduction, raw material quality and safety information, product quality information, safety and efficacy. According to the new guidelines, the following must meet regulatory standards: scientific or empirical evidence for technical requirements of cosmetic ingredients, cosmetic declaration and labeling standards, contamination limits, monitoring of adverse reactions. In addition, the guidelines modify the preservation period of PIF from at least 6 years from the date of the last production or import of cosmetic products to at least 1 year after the expiration of the last production or import of cosmetic products. Indonesia stipulates that manufacturers or importers should keep product information files (PIF) for future reference. The PIF must be kept electronically or in writing and updated when changes occur. The language should be English or Indonesian.
